STATEN  ISLAND, N.Y. — The city will use federal money to offer restricted grants to homeowners to rebuild or fix up Hurricane Sandy-ravaged homes, according to a plan released Friday.

And in cases where homes have lost more than half their value, the grants will provide for them to be elevated to new advisory base flood elevations.

Of the $1.7 billion in Community Development Block Grants being allocated to New York City, $720 million of it will be spent on housing, according to the plan, which the city must submit to the federal Department of Housing and Urban Development in order to receive the funds.
